6. Mr Freeze

Somewhat overlooked as of late €“ it's possible he's been hazardously toxic ever since Arnold Schwarzenegger's pun-happy portrayal in Batman & Robin . Victor Fries should certainly not be underestimated when it comes to the most powerful villains the Caped Crusader fights on a regular basis.

He's not Grundy strong, or as durable as Clayface, but that's not all power is. Power can be being super strong, invulnerable, able to at least match Batman in a physical battle for a little while. It can also be the ability to wield a great amount of some particular superpower that makes Gotham's premiere masked vigilante's life a lot more difficult, which Mr Freeze has in spades. Which is impressive, but technically he's not powerful.

That's where the newer version of Freeze comes in, who matches his genius-level intellect and genuine insanity (less likely to give up a fight or feel pain if you're off your rocker!) with a newer skill set that involves being able to freeze you with his touch, with his gun capable of freezing entire neighbourhoods.
