4. He's Outsmarted Batman
One thing Black Mask seems to have above most of Batman's other rogues is his ability to consistently avoid capture.
When Black Mask was first released back into Gotham after his initial defeat, he once again set about trying to bring down Wayne Enterprises. Batman infiltrated his gang, but was unable to stop them from kidnapping Lucius Fox and interrogating him about the company. Batman was forced to reveal himself to save Lucius and during the chaos Black Mask was able to escape. This came at a time when Batman was still reeling from the death of Jason Todd and his failure to capture Black Mask caused him to sink into a depression.
The next time Batman and Black Mask fought, he was able to escape again. When Batman found Sionis, he was under attack from Black Spider, a hitman sent by a rival gang. The Dark Knight had to prioritise taking down the heavily armed Black Spider first and Black Mask was able to slip away while they fought, escaping both justice and an assassin.
In later appearances he has been caught and sent to Blackgate Prison for his crimes for a time, but Black Mask still seems to be able to avoid spending any real jail time for his crimes.
