When Peeta and Katniss are first to be shown off to the citizens of the Capitol (not to mention potential sponsors), they decide to make one hell of an impact, riding out on a chariot while their clothes appear to be set on fire (though Cinna assures them the fire's not real, but merely an effect). This causes Katniss to be labelled "The Girl on Fire", and leads to several other moments throughout the series where she sports a dress that seems to be aflame (and in the final film, actually gets set on fire). It's a peculiar eccentricity and something that's never adequately explained from a technical perspective, but considering how difficult it is to forget, it certainly fits its purpose.
