Plot Prediction:

Since Batman has Jim Gordon and Alfred and Superman has Lois Lane, it's only fitting that Aquaman should get his own advisor in Justice League, which means the ensemble will see the DCEU debut of Willem Dafoe, who is playing Nuidis Vulko.

In the comics, Vulko is Aquaman's Regent, ruling Atlantis in his stead, which we may see in Justice League but it would be far more fitting if Vulko was presented as the cool-head advising Aquaman on the importance of protecting Atlantis' borders (by joining the Justice League), rather than him naysaying.

Either way, it's unlikely to be a major part, though it does have an official descriptions courtesy of WB:

“Vulko is the storied scientific advisor to Atlantis who, one of the most notorious political figures in Atlantean society, and a long-running supporting character in the Aquaman comics. Vulko is a key player in Atlantis; a venerated academic and politician who comes from the generation before Aquaman’s — a fact that will be reflected in the character’s on-screen design.”
