Batman has arguably one of the greatest rogues galleries in comic book history. Not every one is as good as the last admittedly, but you try having to come up with new villains for Batman to face every other month or so for 90 years; I bet it’s not that easy.
Still, Batman’s rogues have for the most part managed to toe that line between silly and scary, between bizarre and banal, without ever becoming prosaic. Batman is just a man, and there’s an ocean of depth beneath the cowl for villains to exploit. He’s not always just running into close quarters for a punch-up – sometimes a villain comes along that tests his intelligence as much as his combat prowess.
Let’s take a look at the Batman villains we’ve seen on screen to date: The Joker (twice), Two-Face (twice), Bane (twice), Scarecrow, The Penguin, Joe Chill, Carmine Falcone, Mr. Freeze, The Riddler, Poison Ivy, Ra’s Al Ghul, Talia Al Ghul and for a brief moment at least, Victor Zsaz. It seems like a lot on paper, but in reality this is just the tip of the iceberg.
We’ve decided to take a look back at Batman’s long list of rogues to compile a list of those we deem would be worthy of featuring in a new Batman reboot. Think of it as an analysis of Arkham Asylum’s patient log.

Some interesting choices Stuart. A Batman/Supes film would be great.
I also think that Clayface could be really good, but done with more of a focus on changing the face to look like various people. That would lead to more of a detective Batman.
No Harley Quinn?
No Riddler, Freeze or Ivy either? They could do with a new good movie treatment.
While I do agree with you on Riddler, Freeze and Ivy, I wanted to keep the focus here on villains who’ve never had a screen treatment. And I did consider Harley Quinn, but decided that it’d imply the Joker too heavily for the list.
I like the choices. How about going really dark and introducing Victor Zsasz. Also The Mad hatter could be cool.
You forgot include in the list of villains that we have seen in film:
Scarecrow, Carmine Falcone, Joe Chill and the film only villains Carl Grissom and Max Shreck

There were rumors of Hugo Strange in the last movie and it said that it will be played by Robin Williams. I think it is a well choice, too :)
Uh yea, great ideas! Except one problem…Nolan clearly came out and said even long before TDKR film release that he WAS NOT going to make anymore Batman movies!!! But that doesn’t mean they won’t be likely candidates in a Batman reboot in about 3-4 years, so interesting choices :)
I’m still waiting until someone does The Riddler in a realistic way.
Why not Rupert Thorne? A crime lord that would fit well with the dark, realistic world of Nolan’s films. While you could say he is too similar to Maroni and Falcone he could be done a little differently, also they should introduce Harvey Bullock as well.

Crime Boss – Rupert Thorne
I’d also like to see cameo’s from either scarecrow, zzaz, maroni, falcone or catwoman to keep some continuity with the villains
