All games need a story, an irreverent quest to right wrongs or find untold secrets. This then leads to the creation of a Hero, someone who inspires awe and plays on many gamers imaginations giving them someone they can aspire to be in their dream world.
However a hero is nothing without a damn good villain to battle wits and brauwn with. Video game villains definitely lack respect, considering how much they bring to the gaming table so at WhatCulture! we have decided to bring you all a list of the top 50 video gaming villains…. to celebrate those delicious band of scum and villainy!
50. Combine Soldiers (Half-Life 2)
They may look like your standard soldiers (albeit with a bit of the s&m look about them) But make no mistake the combine are a hideously powerful force. After the death of Nihilanth, Portals to the border world of Xen began opening up, allowing the combine to burst through in huge waves. Attacking earth by surprise and leaving us at a massive technical advantage the combine took over earth in seven hours.
The combine had such a lust for power they were busy transforming civilians into faceless soldiers and horrendous wrecks of life forms known as stalkers, they even went so far as creating energy fields to suppress human reproduction
Every one who plays Half-Life 2 will remember the first time they see the combine, bearing down on city 17 like a dark cloud. Don’t forget that if you get too close one to many times, your in for a shock.

49. Captain Onishima (Jet Set Radio)
In the future town of Tokyo-To – freedom of speech and freedom of expression? These things are just downright illegal! and Captain Onishima is on hand to make sure no punk kids ruin his pretty looking town, so don’t think you’ll be laying down sweet tags left right and centre any time soon (at least not without a fight).
He’s got the entire police force on his side to help him take down any threats of rudie kids!
Captain Onishima is a great villain, imagine Dirty Harry only japanese and a lot more angry, constantly stamping his feet in rage and shouting obscenities at the GG’s. However he isn’t just a simple caricature, unlike the police force (who can be shook off by skating at speed) if Onishima gets near you, you’re in trouble, with a great big trusty revolver at hand he’ll aim straight for the kill shot. That’s right, your head!
48. Kang & Kodos (The Simpsons: Hit & Run)
A lot of you may think “why? Just..why!?!?” but think about it, these half-witted aliens were ready to bring earth to a stand still, and wreak as much havoc as they possibly could, and why?
For good TV ratings of course! How evil can you get? ‘Nuff said!
47. Goro (Mortal Kombat)
A half dragon, half human Goro is one of the most powerful of the Shokan race. He served under Shao Khan for 500 years as his right hand man and undefeated champion of the mortal kombat tournament (until Liu Kang eventually beat him, but that was not the end of goro).
A huge lumbering four armed beast, goro was a powerful enemy, so much so in fact that in the first Mortal Kombat game, Goro was almost too powerful a character to play as. With the ability to end a match early by literally tearing limbs clean off of his opponent, he was a pretty tricky final boss to face off against!
46. Mario (Donkey Kong JR.)
Think back to the years before Nintendo had cemented its placement in gaming history as a staple that every home would know was associated with THAT little Italian man worth billions and billions. Cant think back that far? Well don’t worry I’ve done the hard bit already and I’ve discovered that Mario wasn’t always the innocent pasta guzzling hero he’s made out to be today!
In Donkey Kong JR. Mario is responsible for locking up JR’s dad Donkey Kong and guarding his cage with an evil iron fist. That’s evil enough for most but spare an extra tear for DK JR for when he finally saves his dad, the game is reset and he must start his quest once again. Oh how cruel!
All in all this makes Mario a bit of a hypocrite really, Koopa constantly stealing princess peach now seems more like karma to me, thats it mario WEEP!

Nice to see Sander Cohen so high. He’s only in the game for about an hour, but he’s so memorable.
Not being a FF fan, I’ve never actually heard of number one..
Tom Nook should definitely be higher on this list…..
No G-Man?
G-Man wasn’t exactly a villain…. just another random character that kinda forced you to do stuff for him… either way, kinda hard talking about GLaDOS without mentioning Wheatly, also there are many game with awesome villains that weren’t mentioned here… I can think of a couple… The Legend of Spyro’s Dark Master Malefor and Call of Duty Modern Warfare Russian guy, for instance…
I’m a FF fan and getting further down the list I kept telling myself please don’t let Kefka be near the top. Can’t believe people rate him so highly, he’s literally a clown, antagonists don’t get any more shallow and dumb than that. Sephiroth is nothing special but he has a deep history and motivation and relationship with your party. Kefka has a total of about 33 lines in the entire game, he’s comic relief. You don’t fear him, you don’t respect him, or have any interest in getting to know him or his motivations. Those are things good villains do. Either you do this list based on who is most loved as a villian, or you do it on who is the most well written and interesting. You’ve gone for the former which is a shame. Bowser and Ganon are inevitably going to appear on lists like this just to satisfy nintendo fans, but they are meaningless villains just like Kefka. Created at a time when writing in videogames was worse than an average sonic fan fiction is today. Wow he destroyed the world, how clever and original for a villain! FFVII is the only FF with interesting villains. Sephiroth is not the main villain, Hojo is. You also have Shinra and The Turks with different relationships to your party and you can examine their motivations and character. Kefka has become the biggest cliche for these lists.
Fail list for the No1 spot alone Kefka is a fcking clown how can u put this worthless piece of meat on Top spot give me a break on top of that you rate Sephi lower than him and that’s much bigger failure but I guess u r no less clown than Kefra your self…

Really bro, you know nothing at all about Kefka and probably never played the game. Kefka is one of the most evil villains out of all Final Fantasy baddies. As you play the game, you aren’t supposed to like him, you’re supposed to hate him for the evil acts he does, such as poisoning the water early in the game. Destroying cities just because they opposed him. He has had way more than a few lines, you really showed your questionable intelligence by stating that. Stop crying about him being a clown. Guess who is a clown and one of the most famous villains in existence, yeah the Joker! If you are going to say he was a bad villain, you need to be severally beaten with a cricket. Also to the people calling Kefka weak, the guy destroyed the planet and shifted the continents. And he wasn’t even weak. He was actually quite strong and he was just hiding his power. If you read his backstory,(Yes he has one.) you would know he was one of the first experimental Magitek Knights, which gave me him great magical abilities but it also drove him into insanity. So he was just hiding his power. You saw he was strong enough to defeat Leo and then absorbency the Espers, which made him even stronger. In fact, he was Squaresoft’s first well thought out villain.

Okay, I agree with a lot of the selections on this list… but where’s Kuja from FF9? Definitely the best FF villian, by far. The guy blew up an entire planet in less than a minute. Not to mention he also succeeded in destroying all existence, at least for a little bit.
THIS!!! Kuja is by far the greatest FF villain. He combines Kefka’s showmanship with Sephiroth’s ruthlessness and is all around my favorite villain ever.

The fact that you could never get rid of him completely was epic. Just when you think he is dead, right around the corner in the next game, he is standing tall and proud.

Nice list. There a few where I would question their high position on the list, but each to their own.
Where are G-Man (Half-Life), Dr Breen (Half-Life 2), The Four Kings or Nito or Pinwheel or Seath or almost all the bosses from Dark Souls, The Dark Presence (Alan Wake) or Weatley (Portal 2)?
im gonna say its a good list but im a huge batman Arkham asylum/ arkham city fan so im kind of mad that the riddler, bane, or mister freeze was on their plus markarov from modern warfare 2 and i think you should have put the joker twice on thier once regular than on titan in which he was bigger than everyone else on titan and had super huge finger nail problems and im sure theres a logical explanation for that to close im a complete batnerd but other than that whole freakin paragraph of complaints good list but pyrimaid head should have been higher… hes bitchin. :-)
The Grand Master of the Assassin’s, Al Mualim, from the first Assassin’s Creed. He turned out to be quite the villain.

Sin was an important villain, but in order to say he was the best of FFX? if u said Jecht maybe it would make more sense, but i personally prefer Seymour as the villain in that game.

Pyramid head, in every Silent Hill game? Somebody didn’t do their homework, he appears in only two games.

wheres jack of blades from fable the only good villain fables had and is bloody amazing, come on he bacame a dragon in the lost chapters, also why the hell is ocelot so high up and he’s not related to the snakes at all his mother is The Boss and his father The Sorrow, so how can he be related to big boss, get your notes right he was involved in the cloning process how is that related?, and wtf is with final fantasy so high and some of the greatest villains being so high up and having tenpenny so close to number one is rediculous, yes jackson was great as him but that great no, how about Mehrunes Dagon from oblivion or a devil may cry villain or something, so many great villains missed for typical over used ones =[

I love how people here complain about Kefka. This has been said time and again, but people are too concerned with fanboyism to think clearly. What sets him apart isn’t his fanbase or personality, it’s the fact that he actually succeeded in what he set out to do; sure it was eventually reversed, but that was after the fact. Very few villains can claim to have actually succeeded in their goals to the fullest effect; Kefka can.
ExDeath from FFV should be in the list. He killed one of the main characters in the middle of the game, and he’s just a tree!!!
No Jaron Namir (Deus Ex Human Revolution) ? His two partners were also bad-ass mechanically augmented villains but he was by far the best.

No Dr. Nefarious from Ratchet and Clank? Man, that villain is FUNNY and memorable, not to mention his mocking servant Lawrence. And of course there is Captain Qwark, but he is changes being villain and hero all the time. Still, funny and entertaining characters (and why not villains could be funny?)
