The Voice of Rao, the character who was presented early on as one of Krypton's main antagonists, is your run-of-the-mill corrupt religious leader who likely doesn't even believe anything he says.

The Voice spent much of Krypton's first season being quiet, cryptic, and monotone. In fact, for the longest time, the most interesting thing about him was his getup.

He didn't become interesting or especially intimidating until very late in the game, when he was revealed to be under the control of Brainiac and the actor playing the character, Blake Ritson, was finally allowed to cut loose and show his impressive range.

Even then, however, it wasn't even so much the Voice who was acting like a formidable villain as it was Brainiac taking control of his body and acting through him.

In the end, the Voice was little more than a pawn in Brainiac's game.
