15. Vandal Savage
Appeared In: DC's Legends of Tomorrow (Season 1)
Immortal tyrant Vandal Savage was the very first big bad for the time-travelling misfits on Legends of Tomorrow. Though an iconic comic book character, his Arrowverse counterpart didn't exactly have much to offer. Sure, he was immortal and sure, he wanted to maintain that immortality by killing Hawkgirl and Hawkman, but the problem with the season-long arc lies in the fact that this exact storyline had already been resolved in the previous year's Arrowverse crossover - during which Green Arrow, The Flash, Black Canary and the Hawks defeated him, leading to his death.
Thus, parts of Legends of Tomorrow's first season merely felt like recycled storyline. What made it worse was that Savage had nothing different to offer this time around. He didn't learn anything or change his goals - he was exactly the same. Thus, the character came across as one-dimensional as he wanted nothing more than immortality. Not very deep, Vandal.
Casper Crump was as devilish as we could have hoped, and the resemblance to the comic book iteration of Savage is uncanny. It's just a shame that The CW's version didn't have much going on below the surface.
