The Problem Because Fear Her was commissioned to replace a period episode by Stephen Fry that was too expensive to produce, it ended up being a rushed replacement that was done on the cheap. Plot-wise the only real issue is the very cheesy power of love ending, and its really the restrictive budget and it being commissioned at the last minute that hurts it. The low budget restricts the setting to mainly a few suburban streets and allows for only one moment of Chloe creating something from a drawing. An idea that had a lot of potential and could have been used well to create more obstacles for the Doctor and Rose to face. How To Fix It Allocate more time and money to it. The concept isnt bad and the final episode has some good moments but its very obviously a rushed job. Extra time and money would help to tighten up some of the episodes flabbier aspects like the CGI used for the Scribble Creature. And although its not the main focus of the episode, the character point of Chloe having had an abusive father could do with a little more build-up and development. Though the slowly manifesting drawing of the father works very well as an offscreen monster.
