16. Rosa Klebb (From Russia With Love, 1963)

Defected former-SMERSH Colonel Rosa Klebb gets some memorable and heinous moments of conniving villainy, and the poison-bladed shoe she equips has its place in the Bond Gadget Hall of Fame. Her character also serves to demonstrate the ferocity and power of Blofeld and his SPECTRE organisation by reducing tough cookie Klebb to a trembling wreck.

Yet her role in the film is also her main weakness as a villain. Klebb is merely a subordinate of SPECTRE, not responsible for the main scheme, simply for following the orders of Blofeld and the plan of Kronsteen. Really, her ranking here came down to a bit of a tie-breaker between her and the previous two villains.

Was she later parodied by a gurning Mike Myers? No. Was she replaced by an inflatable dummy for her death scene? Again no. So Colonel Klebb wins by default.

Best Moment: Donning a set of brass-knuckles, Klebb delivers a vicious punch to the chiselled abdomen of Red Grant, only for it to bounce off with nary a grunt from the Greatest Bond Henchman of All Time. “He seems fit enough,” she informs Morzeny, “have him report to me in Istanbul in 24 hours.” Yes, ma’am.

Worst Moment: Creeping into Bond and Tatiana’s hotel room disguised as a maid somehow manages to temporarily fool a distracted 007, but no one else. She’s had her kicks.
