Iron Man 2 never lived up to the expectations of the majority fans, and to this day is still looked at as one of the weakest entries in the Marvel Cinematic Universe. Mickey Rourke's Whiplash was part of the problem, as he was simply not a compelling antagonist and was never taken seriously, even despite most of the deaths in the movie coming at his hand.
After his father died, Ivan used his arc reactor suit to kill at least three drivers in the Monaco Grand Prix, he snapped the neck of one of his prison guards, blew up the man that would take his place in the morgue, and hung two of Justin Hammer's guards.
Since the final battle was fought almost entirely by drones, there were no casualties (assuming no one was killed by the many shards of falling glass), before Vanko sacrificed his own life. Including his suicide, Vanko killed eight people, with the only other deaths in the movie being his father, both a North Korean soldier, and an Iranian soldier while trying to replicate Tony's suit, and another of Hammer's guards.
While Natasha likely didn't kill most of the men she fought after suiting up, it's hard to see how the man she left hanging from the ceiling would have survived.
