This entrance is so effective because up until this point there were 45 minutes of deciding if Batman even needs to come back, and for the citizens of Gotham, that’s 8 years of not seeing Batman in action. So when Batman enters the movie, it’s an event.
Even without that context, the entrance is grand. Where a police car is chasing down Bane and his men on motorcycles, where suddenly, the lights of the tunnels turn off one by one. In the darkness, there is a glimpse of a man coming in fast. The veteran cop in the police car smiles, knowing what it means. He tells his younger partner, “You are in for a show tonight, son.” The music builds until we finally see Batman riding the Batpod in all his glory.
Batman’s sudden appearance leads to an epic chase where every available cop tries to catch him. The News choppers see what is going on, and we see a couple of people react to Batman’s appearance on the TV.
There is an exhilarating feeling seeing an army of police cars chase after Batman yet Batman has no reaction to it at all like everything is under control. Every move Batman makes to get away takes no effort - clearly, the police are out of their league.
The chase finish when they think they have Batman cornered in a dark alley, only for the police to realize that Batman has something bigger than a motorcycle.
