13. The Krazoa God - Star Fox Adventures

In Star Fox Adventures, the titular space-faring hero is tasked with bringing peace to a planetary system, where a wicked warlord called General Scales is attempting to seize control over the Krazoa Spirits.

Despite the fact Scales appears to be the central villain from the very beginning, the game pulls a bait-and-switch during the climax, with the overgrown lizard admitting he answers to a higher power. Moments later, the secret antagonist is shown to be a floating statue head called The Krazoa God.

But that's not all. Literally ten seconds before the showdown, the Krazoa God swings around, unveiling Fox McCloud's arch-nemesis, Andross, has fused to the back of the entity's noggin. After making a few generic threats, the final battle commences.

Firstly, this bait-and-switch is disappointing, since it diminishes the threat General Scales posed, especially since players never got the chance to fight him.

Although last-minute switcheroos can be jarring, pulling a bait-and-switch moments after another bait-and-switch is pretty nuts. Even though Andross' return shouldn't be surprising, chucking the sinister simian into Star Fox Adventures in the last five minutes was weird.
