The problem was exacerbated this year by Summer Heat, where EA were practically giving away 95 rated cards for nothing. However, FUT Birthday Kylian Mbappé breaks that rule.

If this card proves anything, it is that a 5* weak foot is more important in this FIFA than any other ever. In previous years, a 94 rated version of a card would never have been more expensive than their 98, let alone by a gap of about 1.4 million coins. The upgrade turns Mbappé into a player who possesses the coveted 5* Skills and Weak Foot combination, making him one of most lethal attacking options in the game, since he can both beat players easily with his Skills and Pace, and shoot from virtually anywhere due to both his excellent Shooting stats and Weak Foot.

FUT Birthday Mbappé stands head and shoulders above any other striker in the game due to the combination of stats and traits he brings which fit perfectly into FIFA 20. Though availability does play a large role in this, it isn't hard to see why he is the most expensive non-Icon card in the game.
