Of all the Batman villains who seemingly lend themselves well to NetherRealm's interpretation of the DC Universe, Penguin has to be one of the best.

Though the developers have quite rightly chosen to focus on the likes of Joker, Harley Quinn and even Bane, there's no denying that Oswald Cobblepot's assortment of umbrella weaponry would've served up a treat in-game. He could fly, emit flames and shoot bullets with a change of umbrella - in what world does that not work?
