You'll be building an army by tagging the Fulton's weather balloons to anything you'd like to bank. That can be everything from soldiers and jeeps to even sheep and horses, if you'd like to see what it looks like when the latter gets whisked up into the clouds.
It's good to see amongst such a strongly-themed game, there's still room for some trademark humour.
