15. Guile
Sorry Guile, but that look will never be cool. Not even the most patriotic person in the world would think a tattoo of their home country would look good, and don't even get me started on the hair... Despite the ridiculousness of his design, Guile has somehow made it to the top of the popularity food chain in Street Fighter for reasons I can only realistically attribute to his iconic attacks and appeal to American audiences. Hell, even his playstyle is rather lacklustre, all things considered. Charge characters have always had the unenviable reputation of being boring and hard to use, even at the best of times, and without his Flash Kick and Sonic Boom, Guile has barely anything to distinguish him from the pack. But there's an almost limitless amount of potential locked away behind the obnoxious shades and flattop haircut - you only have to look at what Capcom have done with Charlie Nash to get an idea of what I mean. Besides, with his best friend now (sort of) alive again, Guile's never had more of a reason to return so Capcom can provide some closure for a man who's spent several years chasing Bison for revenge.
