It's a very simple prank in which a young girl made-up to look extremely spooky appears in dark, quiet places on an evening - usually places with lights on, so that they can be turned off during the prank to enhance the scare. Often, she will simply appear when a light comes back on and stand still or sing a creepy song before screaming and scaring the living daylights out of passers-by, but sometimes she will be aided by a lifeless body laying nearby to enhance the scare even more. Either way, the people who experience her are generally scared out of their minds.
