3. Uruguay Decided To Completely Legalise Cannabis In 2013

In 2013, the Uruguayan government decided to legalise cannabis entirely in an attempt to reduce the profitability of drug trafficking and also the violence and social unrest it creates. Around 60% of the country's population actually opposed the legalisation, and so far it is yet to come into law as it was postponed until 2015, with the opposition party claiming it was entirely unworkable anyway and wouldn't actually see the light of day.
