2. Slow Walking, Path Blocking Tourists

Here's the deal - imagine on every sidewalk there are three lanes. The middle lane is reserved for those who work in the city and have places to be, the outside lanes are reserved for those from different boroughs, tourists and just generally those who want a pleasant stroll through the city taking in the atmosphere. If these rules aren't abided by then we are going to have trouble. Everybody get in your lane and we can all get along.
