Not only is he a murderer and man who thinks he was born with some Divine Right, but he's also far uglier than Quasi ever could be. Esmerelda was right to choose the fire. He begrudgingly raises Quasimodo after killing his mother for no reason other than that she was a gypsy, but he also makes poor Quasimodo feel like a monster because of his deformities. Disney are very good at disguising the true monsters which are revealed only through actions of the character and not their aesthetics. Frollo is proven to be the true monster of the story, burning houses and people in an attempt to get to Esmeralda, all because he wants to do naughty things to her and defy his religion. He literally destroys towns and people's lives in order to have sex. The man has his priorities, it's just a shame that they're all the wrong ones.
