10. Immigration Forms For... Welsh Speakers?

Here's a puzzling one. The only people that speak Welsh are the Welsh and the people of Patagonia, a small region of South America, shared by Argentina and Chile. So why are immigration forms available in English and Welsh? Unless you're coming from Patagonia, the chances are you're going to at least attempt to understand the native language of the UK?

Okay, so maybe it isn't a problem all the people of South Wales understand, but considering the costs to produce these forms in both language, surely that money would be better spent elsewhere?
