Related to Shinzon’s dawdling, rather than play coy to make sure Picard doesn’t smell a Womp Rat (whoops, wrong franchise) and raise shields or warp away, he mentally assaults Troi.

Okay, sure, he’s damaged goods in every way imaginable, but how does he think this is a good idea? Shinzon’s simultaneously trying to woo Picard and mentally violating one of his key aides? Does he think Picard’s not going to find out about this? He’s smart enough to stage this whole elaborate coup and yet stupid enough to risk it all because he finally sees a woman without pointed ears and bowl-cut.

And assuming he’s really that stupid, what about his Reman Viceroy, the one who enables the attack? Where’s the “Yo, Praetor, this is a really bad idea. It’s gonna show our hand and risk everything. Show some impulse control for a few minutes at least til — ya know — we’ve grabbed Picard and done the Nosferatu thing and bled him dry.”

And it could have been worse. As scripted, the violation happened just before Picard's dinner with Shinzon, and was followed by a second attack — filmed but deleted — right after the dinner.
