Roger Hayden, better known as the supervillain Psycho-Pirate, often manages to be involved in multiverse stories in the comics, and now he's making the leap to TV. Bob Frazer (The 100) will take on the role for the Arrow and Supergirl episodes, with Hayden an imate at Arkham Asylum who the heroes will come across as they go to confront Dr Deegan. In the comics, his gold mask gives him the ability to control people's emotions, which will presumably be the case here too.
