And we here see that change taking place. It's a great bit of imagery, with the camera tracking down the rows of the troopers and showing how they change from the individual styles to the identical helmets like those seen in Revenge of the Sith.
It also emphasises the cost of the war, with the helmets being destroyed giving a good visual reference to the rise of the Empire.
