10 Best Wrestlers Who Were Never WWE Champion

2. Mr Perfect

The ultimate example of a talent in the wrong time to take a top title, Mr Perfect could state a case as the company's greatest ever all-rounder, though a disappointing lack of drawing power was both the argument and mark against him ever advancing beyond Intercontinental elite.

It's a shame too - Mr Perfect really was every bit as good as he claimed. The over-reaching seller Dolph Ziggler patterned himself upon, Perfect had psychologically sound long matches in him whenever required that utilised the bumps as features rather than fluff. Relatively small for the time, Perfect played the big-timer with such aplomb that he felt ten-foot tall against Hulk Hogan and The Ultimate Warrior even when both reduced him to mincemeat in the actual matches.

Still considered a seminal Intercontinental Champion, he was a good example of a man making a belt, with his post-Warrior runs reestablishing the strap as a "workers' title ahead of similarly important stints with Bret Hart and Shawn Michaels. Despite fleeting moments at the top of the card, Perfect's status one rung below did more for said level than anything higher could ever do for him.
