10 Booking Decisions WWE Should Make Before WrestleMania 39

Having Cody Rhodes return at the Royal Rumble and win the titular match to challenge Roman Reigns at WrestleMania 39 is perhaps the most obvious booking decision WWE could make, but it is also the best. 'The American Nightmare' has had a stellar return to the promotion since jumping from AEW earlier this year, which has made him the most realistic challenger for the 'Head of the Table' at next year's 'Mania.

Many will still think that Reigns' challenger at the 'Show of Shows' should be his cousin The Rock, but this prospect seems less likely as the months go by. Even with this possibility, there is an argument to be made that Dwayne Johnson is not the man to dethrone the 'Tribal Chief'.

Cody can represent what Triple H wants WWE to be for the next generation of talent deciding between his company and their competition. It would be a strong message to send to prospective WWE superstars that the man who led a revolution against the company managed to topple the company's biggest homegrown star of the past decade.

Political decisions aside, Cody Rhodes would make a terrific WWE Champion and should win the belt to reward him for becoming one of the biggest stars in all of wrestling.
