WWE hasn't always (read: never) had the best track record pushing wrestlers of a smaller stature.
Several attempts at establishing a cruiserweight or light heavyweight division have flopped to varying degrees so it's not surprising Vince has been reluctant to give the ball to the little guys and let them run with it.
WCW was able to craft a perfectly successful division by bringing in the best talent from all over the world and keeping them for the most part insulated in their own separate booking world to go out and thrill audiences with their unique style. WWE was just never able to duplicate that formula.
This time around things will hopefully be different. This idea appears to be Triple H's baby, and he is far more in touch with what the fans want than his colleagues behind the scenes at WWE.
He recognizes that good cruiserweight wrestling is more than just "flippy sh*t" and is working to bring in the top guys globally to make this something special.
Indy standout Zach Sabre, Jr. is a part of the lineup and Japanese sensation Kota Ibushi may also be onboard, along with a host of other names that has fans excited.
The partnership with other promotions is the reason why something like this is able to go down, and in the end we the fans are the biggest beneficiaries.
