During the original brand split, the combination of Stephanie McMahon and Paul Heyman calling the shots launched SmackDown to unprecedented heights, so much so that the brand pulled higher ratings than the flagship Raw under their tenure. While this role wouldn't quite be the same as the pair working behind the scenes, they have proven chemistry together.

Heyman dismissed any likelihood of him joining the WWE creative team in late June, but the flexibility of a position such as on-screen General Manager is surely still be on the cards. It wouldn't come as a surprise if Heyman was doing his best to throw fans off course.

Paul Heyman is clearly a proven candidate with his history as a former GM and managerial mainstay in WWE. Then of course there's that whole ECW thing he was responsible for.

Heyman is a beloved character in the eyes of the WWE Universe despite his heelish stance, something that could act as the thread that weaves together Paul and Stephanie as a tandem. Though Heyman may be calling Stephanie's shots to produce the best possible product, he would obviously be biased towards Brock Lesnar and using his relationship with the Commissioner to his benefit.

Not to mention the role would allow Raw to take advantage of Heyman's gift of gab on WWE television while Lesnar is off pursuing other ambitions, especially since it appears more UFC dates are on the horizon (pending drug allegations).
