1. Jillian Hall
Jillian Hall was a most unexpected surprise entrant in the Women’s 2021 Royal Rumble match; chances are if a crowd had been present, not a lot of people would have recognised her. In fairness, Hall was a wrestler who had spent time on the circuit, and having her added to the roster should have given the women’s division a shot in the arm.
Should have. It didn’t. Instead, Hall was given a DOA tone-deaf singer gimmick which still somehow carried her to the top of the division as she won the butterfly belt from Mickie James. In true WWE circa 2009 fashion, Hall then dropped the belt immediately, beaten by Melina that same night.
In all honesty, given how Hall's career petered out after her release less than a year later, WWE was right in not pursuing her as a cornerstone of the division. This poses the question, however, of why was she given the belt in the first place? That question could be answered fairly simply; this was the Diva's title. Aside from a couple of exceptions, the thing was treated worse than the 24/7 belt is now.
