Cody Rhodes Backs Out Of WWE WrestleMania 38?

In a fascinating update on the ongoing Cody Rhodes news cycle, the Wrestling Observer's Dave Meltzer has stated, in an interview with Denise Salcedo, that "I know people close to him who [expect him to back out of WWE WrestleMania 38]".

It should be noted that this is not something Meltzer himself believes will happen. "I don't expect that to happen." Nor is it something WWE expects to happen. "They believe it's him," Meltzer added.

This response was prompted by a question Denise posed Dave about who might WWE have in mind for Seth Rollins, if the unthinkable ended up happening - and it appears that this scenario isn't quite so unthinkable after all.

Cody isn't reported to have put pen to paper on a deal, and this report/casually thrown-out tidbit does spark questions. Is this why Monday's edition of RAW was left ambiguous? Or does WWE want to save the surreal, captivating visual of an ex-AEW EVP appearing for the promotion to guarantee its "WrestleMania Moment" shock value?

Is...is this why WWE was reported by PWInsider to have flown Shane McMahon into Texas?!
