The Rumble is one of the most iconic matches in the WWE. 8 of the winners have since been inducted into the WWE Hall of Fame. Even more recent victors look destined to enter the WWE Hall of Fame when their careers do finish; The Undertaker, The Rock and Triple H are surely destined to be inductees. Though not every legend has been able to win this annual match, and listed are 10 great wrestlers who never achieved this honour. I've only considered wrestlers since the Rumble began in 1988. Though there are many worthy candidates who could have won the event I have narrowed it down to 10. Some superstars have not made the cut, but it would be remiss of me not to mention them at all. Honourable Mentions: Rowdy Roddy Piper Sgt. Slaughter Bob Backlund Eddie Guerrero The Big Show I have also tried to include the year when it would have been both possible and most appropriate for them to win the Royal Rumble. This is obviously a piece of fantasy booking, and I am not claiming that they should have won at the expense of another star. This is not an attack on any wrestlers Rumble victory, but is celebrating those who did not achieve this honour.
