The Justice Lords exist in a parallel universe where Lex Luthor is President of the United States. Lex, as reprehensible as ever, has used his power in the Oval Office to put several evil schemes in place. When The Flash is murdered as a result of Lex’s planning, Superman himself goes to the White House to bring Luthor in.

Refusing to answer for his crimes, Lex threatens to nuke the world before saying that no prison could hold him. He reminds Superman that he doesn’t kill, and as a result Luthor will escape any prison he is put in, and will be back at doing what he does best; world domination. Weighing his options, the Superman of this Earth uses his heat vision to kill the President, shocking the world at large.
