Another individual culled from the overarching narrative of Goblet Of Fire was Ludo Bagman, an ex-professional Quidditch player turned Head Of The Department Of Magical Games And Sports, a role he was notoriously unsuited for.

Bagman's popularity as a sporting hero is offset by his gambling addiction, which first becomes apparent when he loses a bizarrely precise wager to Fred and George Weasley. Pursued by goblin creditors throughout the rest of the book as well of the twins, his fall from grace is a fairly isolated subplot.

The revelation of shady dealings from his past, including a trial regarding his passing of information to Death Eaters, however, make him highly suspect (and an effective red herring), particularly given how explicitly he tries to help Harry throughout the Triwizard Tournament.

Rowling seemingly ran out of ideas with Bagman and he was never physically seen again after the tournament's conclusion, where he was vindicated by the exposure of Barty Crouch Jr. as the puppet master behind the scenes but indebted further by the revelation that he had put all of his eggs in one basket by betting heavily on Harry to win proceedings (when officially he and Cedric Diggory shared victory).

Bagman was apparently in an early draft of the film's script. His featuring could've been a great opportunity for an actor to steal scenes with his two-faced demeanour, akin to Kenneth Branagh's portrayal of Gilderoy Lockhart.
