15. Zoran Lazarevic - Uncharted 2

Zoran Zoran Lazarevic is a Serbian war criminal and an international warlord who is searching for the lost city of Shambhala. He is an extremely imposing villain and only has compassion for himself, something he proves on multiple occasions when he executes one of his men for taking a coin from a dig site, as well as when he hands Harry Flynn a grenade to kill himself and Drake, after he sees no more use for him.

14. Mother Brain - Metroid

Mother Brain Mother Brain is an artificial intelligence that was created by the Chozo, but eventually turned against them, siding with the Space Pirates to fulfill her wish to reset the universe back to zero and return what she believed would be true order. Mother Brain is a great villain because she is literally a brain, albeit one with spikes protruding from her head and a singular eye, giving her a very creepy appearance.

13. Nemesis - Resident Evil 3

Nemesis was a hulking, seemingly invincible bio-weapon that was created to prove that a creature infected with the Tyrant virus could still retain its intelligence, thus making it a much more formidable foe than the zombies the series was accustomed to. Nemesis would stalk Jill throughout Resident Evil 3, often carrying a rocket launcher as he attempted to wipe out each and every member of S.T.A.R.S.

12. Kuja - Final Fantasy IX

kuja Kuja was a genome created by Garland for the very purpose of causing war and destruction on Gaia, allowing him to assimilate Gaia with the planet of Terra. However, Kuja overthrew Garland during the game, with the express intent of ruling Terra himself. When Kuja later learns of his impending mortality, he vies to eradicate all lifeforms, believing that it was not fair for the world to carry on existing without him.

11. Seifer Almasy - Final Fantasy VIII

The complete mirror image of Squall, sporting a matching scar on the opposite side of his face and wielding a gunblade, Seifer was the strongest fighter at the Garden but becomes Ultimecia's Knight, in one battle even managing to permanently kill a Guardian Force, Odin, with a slice of his sword, an incredible feat. Seifer later returns to his friends, seemingly having been under Ultimecia's spell for a great while.
