17. Technically, Shuckle Is The Most Powerful Pokémon
Shuckle is probably the most defensive Pokémon in the games, sporting both the highest base Special Defence and joint highest base Defense. It also has one of the lowest base Attacks. It might be surprising, then, that it is also the Pokémon which can deal the most damage in a single attack.
Through a set of highly unlikely (but possible) circumstances, Shuckle can go from all-out defence to all-out attack. This revolves around Power Trick - a move which swaps around its Attack and Defense stats - but that's just the tip of the iceberg.
So, how much damage are we talking? A few thousand or so? Well if the stars align, it can actually deal an incredible 481,266,036 damage with a single attack. And just for reference, the maximum possible HP is 741.
