Over the course of GTA’s illustrious history, R* have introduced so many characters to their fictional America that it’s easy to lose track. Not including the many protagonist on offer (who, in my opinion are some of the greatest video game protagonists out there), there must be literally hundreds at this stage of the game. And GTA V promises to introduce a whole host of new ones – as well as the return of some old favourites if rumours are to be believed.
It’s worth mentioning at this point that protagonists aren’t going to feature in the following list. Hell, they deserve an article all to themselves. No, this particular article focuses on those non-playable characters who shaped the story; those central, secondary and tertiary characters that stuck in the memory and refused to leave, of which there have been many.
Each new GTA game gets that much more cinematic, that much more dramatic and this is entirely thanks to the R* emphasis on story and characters. You’ll meet just about every kind of person you’d care to imagine on your journey through GTA’s America; some allies; some enemies; some sitting somewhere around neutral. And this article aims to celebrate the best of ‘em.
So, without further introductory chatter, let’s jump right in at number ten…

I haven’t really played a whole lot of GTA. I’ve become the King of San Andreas over and over; and why play another GTA game that isn’t as great as GTA San Andreas? I still have to see the reviews for GTA V when it comes out this coming Spring, but I’m not going to look at the first GTA or anything else to GTA IV. So here is my list of the best of Grand Theft Auto: San Andreas that are not the protagonists.
1. Officer Frank Tenpenney
2. Sean “Sweet” Johnson
3. Cesar Vialpando
4. Wu Zi Mu
5. Catalina
6. The Truth
7. Kendl Johnson
8. Mike Toreno
9. Jizzy B.
10. Zero
Also, the police officers voices in the free roam parts. (In the helicopter, walking around, in the police station…)
Salvatore Leone
I think Ricardo Diaz from Vice City is one of the best characters I’ve seen from a GTA game. Just always remember when he shoots the VCR player for not working then realises it wasn’t plugged in xD Glad Catalina is high on your list. I was genuinely scared of her in SA…
Ken Rosenburg!
Rosenberg…. Rosenberg…. OH THAT BOGUS AMBULANCE CHASER!
Kent Paul.
I agree with most of the list but where is Ken Rosenburg! His crazy coke induced antics went from San Andreas to Vice City!
Ah, its nice to see someone else who loved the friend system in GTA IV and how it was used to further define the characters.
My top ten in no real order
1. Lazlow Jones
2. Salvatore Leone
3. Cesar Vialpando
4. “Gay” Tony Prince
5. Billy Grey
6. Little Jacob
7. Fernando Martinez
8. Chan Jaoming
9. Congressman Thomas Stubbs
10. The Agent from “United Liberty Paper”
