One major addition to GTA 5 Online was the introduction of heists. Launching almost 18 months after the original online component was unleashed on the public, heists created a reason for those who had stopped playing to return to GTA Online.

The cracks began to show in the structure of heist missions once the preliminary hype had died down. These missions often required a group of four in order to be tackled. This meant that as demand dwindled, so did the available players, resulting in long wait times to get into a game.

Further hurdles were created due to the fact that if one party member died or disconnected from the game, it resulted in an instant game over for the whole party.

Introducing a dynamic where smaller groups could still complete heists (albeit with more difficulty) would be a great way to keep players engaged. It could even create a chance to get one over on each other during the job. For example, one player dies and the other three fight over the loot that he dropped. This is another problem that, if Rockstar are clever, could be spun into a development opportunity.
