Robin Lord Taylor's take on Batman's favourite bird-themed villain is arguably the biggest highlight of the show as a whole. He takes the character from meek beginnings as Fish Mooney's umbrella man to one of the most feared members of the Gotham underworld. Watching the character grow in both confidence and ruthlessness has been a sight to behold, and the brutal murder of Butch in the Season 4 finale cemented his status as one of the coldest killers in the show.
Going into the final season, it seems like he will be operating as the main crime lord while characters like Jeremiah are more obsessed with causing havoc. With him operating as the big bad of organised crime the series may end in a standoff between himself and Batman.
If that is the case, it is highly likely that Penguin will survive, becoming one of the first benefactors of Batman's no killing rule. He will likely be taken into GCPD custody or sent off to Arkham where he belongs.
