Foley's willingness to put his body on the line for the sake of entertainment is unparalleled in the WWE and King of the Ring 1998 is the height of that sacrifice. Whereas the top guys in WCW were already at the pinnacle of their careers. Foley, like Austin, Triple H and the Rock, were all on an upward trajectory and willing to do anything to fire WWE in front of the competition.

Hell In A Cell is testament to how much Foley wanted to cement the legacy of the WWE and his own within it. Even Vince McMahon had to temper these desires once the dust had settled on this historic match.

"You have no idea how much I appreciate what you've done tonight", he said backstage, "but I never want to see anything like that again".

WCW relied heavily on the same faces and its tired NWO storyline, often trying desperate ratings tactics like movie tie-ins and guest musicians for a quick numbers fix. In Mick Foley, the WWE had someone the fans were genuinely invested in rather than a flash in the pan ratings boosting gimmick.
