Vince McMahon presumably felt he had his finger on the pulse of a nation when he took his tax-based frustrations out in the form of the Irwin R Shyster character, but the original incarnation wasn't remotely...ahem...suited for the man that eventually took the role.

The tights/spandex shirt look was McMahon wanting the best of the both worlds from his sports entertainment but achieving neither. The eventual trousers/shirt look fit Mike Rotunda far more than the stripper-esque first draft.
