Yes, it may sort-of look like he's wearing a bucket on his head, but the more intricate, Earth 2 version of Doctor Fate's costume creates a far better sense of the Doctor's mysticism than his usual spandex. Combine this with the fact that his original outfit looked pretty great anyway, and you have an excellent design.
