Christopher Eccleston might seem like a pick that's out of left field, but there's plenty of reasons to believe he'd excel in the part. The first is the fact that he's currently 57 years of age, which could prove to be a unique selling point for the character, as seeing a worn and torn version of Harvey Dent would be a compelling alteration.

Additionally, while he has played evil roles before, they haven't been incredibly successful, with the most notable being his disastrous turn as Malekith in Thor: The Dark World. However, there's a darkness to Eccleston's performances that's very eye-catching, and while his last venture into superheroes was lacklustre, it was mostly a result of the weak writing he was given, so he deserves another chance.

His deep voice - in an American accent instead of his signature northern twang - nuanced character acting skill and reputation in sci-fi/fantasy would be an excellent fit for the role. He provides all of the necessary requirements whilst still adding something new and unique. Casting him would be risky, but it could pay off so well.
