4. Chameleon

Chameleon was one of Spider-Man's very first enemies. Originally he was just a master of disguise but later developments gave him malleable skin that could adopt any appearance and pigmentation.

The Chameleon has a habit of facilitating ridiculous comic book plot twists by impersonating everyone, not least Spider-Man himself in which capacity he loved to frame Spidey for his crimes. In addition to his flawless impersonation ability the Chameleon was trained by the KGB in various super-tradecraft staples as knockout darts and poisoned gas.

The most interesting aspect of the Chameleon is his own identity. His 'original' face is never shown and it's possible he never had one, just the white, featureless neutral form his takes when changing faces. Chameleon has little sense of his own identity, a very cool theme to bring out in a genre where everyone wears a mask.

As a trained Russian assassin and spy he might even have crossed paths with the cinematic Black Widow in the past, helping tie the various elements of the universe together.
