7. Luthor
After the massive success of Joker, there have been numerous DC villains put forward by fans to have their own films, out of all of these though, Lex Luthor is the one that would work the best.
Luthor would be especially great seeing as his Joker-esque story could take place within the DCEU or separate to it.
If it were to take place within the DCEU, then Jesse Eisenberg could return as Luthor and the story could be The Social Network but with a supervillain protagonist. If not, then DC could cast someone like Bryan Cranston or Mark Strong and tell a story in which Luthor becomes president of the USA. Either has the potential to work really well.
Unlike Joker though, a Luthor film would need the hero, in this case Superman, in some capacity - as otherwise the entire point of Lex's character would be removed.
