7. Ra's Al Ghul
When you have a character like Ra's Al Ghul, you'd be a fool not to use him.
DC have seemingly realised this, including the Demon's Head in everything from Arrow and Gotham to the likes of Batman Begins or even the Arkham series. Though despite his many appearances across basically every medium, the character has never really had his chance to shine without being in the presence of the Bat (or Green Arrow, in the case of his CW appearance), which is, let's be honest, rather daft.
As a man that is over six-hundred years old by the time he even reaches Gotham, Ra's has certainly had an interesting life, and due to how relatively little the character has been explored in the comics, giving him a film of his own would allow for a lot more creative freedom, and potentially make a future battle against Batman even more meaningful.
