In The Phantom Menace, Qui-Gon Jinn alerted the Jedi Council immediately after he encountered a Sith. The Forcewielders' initial reaction was, "Impossible. The Sith have been extinct for a millennium."

Even though the Council were wrong, their skepticism was warranted since Darksiders are astoundingly talented at operating in secret since it's a part of their doctrine. If a Sith caught their apprentice working out in the open, even if their methods were effective, they would be disciplined swiftly and harshly.

To understand why, we must delve into the history of Darth Krayt. This Sith abided by The Rule of One, meaning that all Darksiders must follow one leader.

But another Sith called Darth Bane noticed his brethren were regularly defeated in open battle with the Jedi, inspiring him to teach his fellow Darksiders to rely on stealth and patience, rather than outright attacks.

Bane also devised The Rule of Two, stipulating there must only be a pair of Sith at any one time - a master and an apprentice. The Sith's minimalism made it easier to stay hidden, allowing them to build their strength and prepare their plans without the Jedi being the wiser.
