How It Should Have Been Solved: The first civilian in control of the trigger presses it without hesitating. When it comes down to you or somebody else, survival instinct kicks in; you're going to live. The Dark Knight's view of humanity is rather optimistic and flowery, which is, frankly, ridiculous. Short of expecting The Joker to trick you and have you blow yourself up, there's no reason not to push the trigger immediately.
