Loki will be back - of that there is no doubt. Tom Hiddleston's character is just far too popular for Marvel to forget about. However, it's unlikely that he'll be presented as a lone threat again - that's been done in Thor - so he's going to need another accomplice (in the same way that Thanos, the Other and his Chitauri army assisted him in the Avengers movies).
