3. Charlie Weasley
The Weasley's are immediately established as a massive family upon their first appearance in Philosopher's Stone, with Ron leaving his mother and younger sister Ginny at Platform 9 3/4 to join his elder brothers Fred, George and Percy at Hogwarts. His other brothers Bill and Charlie are mentioned, but go unseen given that they have already finished their education.
Charlie is consulted on the matter of Hagrid's dragon, Norbert, but neither he nor Bill actually appear until they attend the Quidditch World Cup in the Goblet Of Fire, with Charlie later being involved in the organisation of the dragon task of the Triwizard Tournament given his expertise.
Whilst Bill goes on to be a major character in Half-Blood Prince and Deathly Hallows, Charlie never becomes anything more than a bit player, occasionally mentioned as having remained abroad to recruit foreign wizards and only actually showing up to perform best man duties at Bill's wedding and to be part of the crowd for the Battle of Hogwarts.
As one of the more underdeveloped characters on the page, it's not surprising that Charlie never made it into the films, particularly as Bill was held back until Deathly Hallows, his werewolf bite and relationship with Fleur Delacour immediately established.
He was present in a family photo in Prisoner Of Azkaban and was not therefore removed from existence entirely, but his absence during his family's times of need becomes somewhat baffling as a result.
